The Centre is poised to take a significant step in the implementation of the Citizenship Amendment Act (CAA) as it prepares to notify the rules governing its application, sources have informed India Today TV. This development comes after Union Home Minister Amit Shah’s recent announcement that the CAA would be enforced before the upcoming Lok Sabha elections, following the issuance of the requisite regulations.

Background

Enacted by Parliament on December 11, 2019, the CAA has been a focal point of contentious debates and widespread protests across India. The legislation amends the Citizenship Act of 1955 to offer an expedited pathway to Indian citizenship for migrants hailing from Afghanistan, Bangladesh, and Pakistan.

CAA

Specifically, it targets individuals belonging to Hindu, Sikh, Jain, Parsi, Buddhist, and Christian communities who entered India prior to December 31, 2014, due to religious persecution in their countries of origin.

Protests and Opposition

The introduction of the CAA sparked a wave of protests, with notable gatherings such as the sit-ins at Delhi’s Shaheen Bagh and demonstrations in Guwahati, Assam, capturing national attention. However, these protests gradually waned amidst the challenges posed by the Covid-19 pandemic, including restrictions and lockdown measures.

Delayed Implementation

Despite being passed in Parliament four years ago, the CAA had remained dormant due to the absence of finalized rules and procedural frameworks necessary for its execution.
