Delhi’s Finance Minister, Atishi Marlena, presented the state budget for the fiscal year 2024-25, amounting to Rs.76,000 crore, on March 4. The budget is themed around the concept of “Ram Rajya,” reflecting the government’s vision for inclusive growth and prosperity.
Continuing the Legacy
This budget surpasses the allocations of the previous years, with Rs.75,800 crore allocated in 2022–23 and Rs. 69,000 crore in the fiscal year before that. Atishi emphasized the government’s commitment to realizing the vision of Ram Rajya, stating, “We have been trying day and night for the last nine years to fulfill this dream.”
A Tribute and Vision
This marks Atishi’s inaugural budget presentation as the Finance Minister of Delhi, succeeding Kailash Gehlot. She fondly remembered former Finance Minister Manish Sisodia and ex-Health Minister Satyendar Jain for their contributions to education and healthcare in Delhi. Both are currently in jail over legal issues related to Delhi’s liquor policy and money laundering.
Key Highlights of the Budget
Ram Rajya Budget
The budget, inspired by the grace of Lord Shri Ram, focuses on ensuring no one sleeps hungry in Delhi. It allocates Rs.684 crore towards this goal.
Empowerment of Women
A new scheme, “Mahila Samman Yojana,” promises Rs. 1,000 per month to every woman above 18 in Delhi, amounting to Rs. 2,000 crore in the budget. The eligibility criteria include being a Delhi voter, not availing of benefits from other government schemes, and not paying income tax.
Healthcare Sector
Despite a 10.84% reduction, the health budget stands at Rs. 8,685 crore. Delhi boasts 38 hospitals that provide free treatment to thousands of patients daily.
Education
A substantial allocation of Rs.16,396 crore, 21.57% of the budget, is dedicated to education. This includes funds for teacher training, school construction, and maintenance.
Business Blaster Programme
A Rs.15 crore budget will expand the Business Blaster program to universities and institutes, promoting entrepreneurship among students.
Infrastructure Development
The government plans to lay 1,000 km of roads in over 360 villages, with a budget of Rs.900 crore allocated for village development.
