The 20 IIMs all over the country are called “institutions of national importance” by the amendment. The union education minister, Dharmendra Pradhan, put forward a bill in Lok Sabha during the current monsoon sitting of Parliament that would make the President of India the “Visitor” to all the IIMs.

According to the suggested changes, the “Visitor” will be able to do audits and even choose the chairpersons of the board of governors and directors or terminate them.

The government insists that the changes will improve accountability, but opponents of the law have voiced worries about the increased independence of the IIMs. Experts and academics agree that the law if passed would threaten the independence of the country’s top business schools.

The measure grants the President the power to nominate the ‘Visitor’ of each IIM’s coordinating forum.

Coordination forums have been suggested so that all managers can work together better and reach the same policy goals.

The main reason for the 2017 Act change was said to be a disagreement between the Centre and the top management schools about giving out one-year executive MBA degrees in early 2020. It was withdrawn because the rules of the University Grants Commission (UGC) didn’t allow for such a degree to be given for a year.

Another time when the two didn’t agree was when IIM-Rohtak rehired the head for a second time, even though there was a dispute about the credentials of an official academic. The Ministry of Education was against the ruling.
