While this directive covers a wide array of official paperwork, it exempts orphans. Here’s a breakdown of the key aspects of this decision and its implications.

Implementation of the New Rule

According to a report by the Times of India, individuals born on or after May 1st, 2014, are required to follow a specific format for naming conventions in official documents. The prescribed format entails mentioning the applicant’s first name, followed by the mother’s first name, and then the father’s first name and surname. This regulation applies to various documents, including birth certificates, school records, property deeds, Aadhar cards, and PAN cards.

Registration Requirements

The Maharashtra government has outlined that individuals born on or after May 1st will need to register their names in the specified format for school certificates, examination records, pay slips, and revenue documents. This move aims to streamline record-keeping procedures and ensure consistency across official paperwork.

Consultation with Health Authorities

The state public health department has been tasked with consulting the Centre to explore the feasibility of including the mother’s name in birth or death registrations. This indicates a broader effort to reform administrative processes to reflect societal values and promote gender equality.

Exceptions and Existing Conventions

While the new rule mandates the inclusion of mothers’ names, the existing convention for married women, where the woman’s name is followed by her husband’s first name and surname, will remain unchanged. Additionally, orphans are exempted from this requirement, recognizing their unique circumstances.

Significance and Implications

The decision to include mothers’ names in government documents represents a significant shift towards acknowledging the vital contribution of mothers to society. Traditionally, official paperwork has primarily carried the father’s name, and this move is seen as a step towards rectifying this imbalance. The Women and Child Development Department had earlier highlighted that this decision aligns with efforts to give mothers more recognition.

Other Cabinet Approvals

In addition to the directive on including mothers’ names, the Maharashtra cabinet cleared 18 proposals during its recent session. These include the development of a 300-acre park in Mumbai and the construction of a guesthouse in Ayodhya to accommodate pilgrims from the state. Notably, the cabinet also approved initiatives aimed at addressing housing concerns, such as reducing stamp duty for residents of the BDD chawl and slums, and providing permanent houses for families of workers from 58 textile mills in Mumbai under the Pradhan Mantri Awas Yojana.

Recognition for Transgender Individuals

Furthermore, the Maharashtra cabinet endorsed the Transgender Policy 2024, granting official recognition to transgender individuals. This policy enables them to access benefits from various government schemes based on eligibility criteria, marking a significant milestone in efforts to promote inclusivity and equality.
