The central government has put limits on the import of laptops, tablets, and computers that go into effect right away, the Ministry of Commerce said in a notice on 3 August. The Ministry of Commerce also said that people who had a valid licence for limited imports would be able to bring in laptops, tablets, and computers.

The notification said that the purchase of laptops, tablets, all-in-one personal computers, ultra small form factor computers, and servers that fall under HSN 8741 will be “restricted” and will only be allowed with a valid Licence for Restricted Imports. It said that the rule wouldn’t apply to imports made under the rules for baggage.In the past, it was free to import the things listed above.
The government has said that you don’t need an import licence to bring in one laptop, tablet, all-in-one personal computer, or ultra small form factor computer, even if you bought it online or through the mail or a delivery service.
The government notification, on the other hand, makes it clear that up to 20 of these things can be brought into the country without a licence if they are being used for research and development, testing, benchmarking and evaluation, repair and re-export, or product development.
Certain imports will be allowed as long as the goods brought in will only be used for the stated reasons and won’t be sold. Also, once the goods had served their purpose, they would be destroyed or sent back to where they came from, the ministry said.
Chairman of the India Cellular & Electronics Association (ICEA), Pankaj Mohindroo, told CNBC-TV18 that the policy news seems to be based on the idea of giving the growing number of digital citizens in the country safe digital access.

In the government notices, it was said that a licence for restricted imports would not be needed to repair and return goods that had been repaired abroad.
Also, laptops, tablets, PCs, super small form factor computers, and servers that are important parts of a Capital Good will not need import licences.
