On Thursday (August 3), the Jharkhand Legislative Assembly passed the Jharkhand Competitive Examination (Measure for Control and Prevention of Unfair Means in Recruitment) Bill, 2023, in an effort to crack down on the use of unfair means and irregularities in examinations, as well as plug incidents of question paper ‘leaks’.

According to the Bill, an examinee who is detected cheating or causing another examinee to cheat might face up to three years in prison as well as a fine. Second-time offenders could face up to seven years in prison.

Most notably, the Bill recommends up to life imprisonment and a fine of up to Rs 10 crore for wrongdoers involved in the examination process, such as those involved in printing question papers and examination authorities.
According to Chief Hemant Soren, “recent” occurrences of question paper leaks have “badly affected society and the consciousness of students” studying for competitive tests for recruitment.
